Managing Director
PSR/ FCA
David holds a dual role at the PSR and FCA. David was made permanent Managing Director and Executive Director for Payments and Digital Finance in May 2025.
Since June 2024, David acted as Interim Managing Director at the PSR, leading the PSR with the rest of the PSR’s Executive and Board. Since November 2024, David has also been the Interim Executive Director of Payments and Digital Finance at the FCA. In this role, he co-leads the FCA’s Supervision, Policy and Competition (SPC) division, with a focus on payments and cryptoassets. These FCA and PSR roles have been joined up into a single role to foster greater alignment between the two regulators as we deliver the National Payments Vision, ahead of legislation on the future of the PSR.
Prior to this role, David was Director of Retail Banking at the FCA and a non-executive member of the PSR Board. He has worked in regulation at the FCA (and its predecessor the FSA) for more than 20 years, spanning several different roles in both Policy and Supervision. During his time at the FCA, he has been involved in leading and delivering large-scale initiatives such as the Retail Distribution Review, the development of the Senior Managers and Certification regime, and implementation of PSD2.
Before joining the regulator, David worked in the financial services industry gaining experience in banking, financial advice, and mortgages.
